3.2.13 Identifying Diverse Gifted Students in Large U.S. Urban Districts

This session will discuss approaches to equitably identifying and serving linguistically and culturally diverse gifted learners in urban centers from the district with the fastest growth of gifted and talented programs as recently recognized by the Maryland State Department of Education. This presentation will cover identification measures and models and the resulting data from each, along with interventions that work in Baltimore City Public Schools to identify and serve the needs of historically underrepresented populations with an effort to close the excellence gap.

Rae Lymer serves as the Gifted Education Specialist for Baltimore City Public Schools and is a doctoral candidate at Johns Hopkins University, applying theory and empirical research to work in Baltimore City. Rae also serves on the Maryland Gifted and Talented Advisory Council and has received awards from MSDE for Outstanding Program Coordinator (2018) and Teacher as Leader in gifted education (2015). In Rae’s tenure, City Schools has begun implementation of Individualized Learning Plans for all gifted and advanced students and the number of state recognized schools for gifted education (EGATE) surpassed all other counties in Maryland.

Dennis Jutras is the Coordinator of Gifted and Advanced Learning for Baltimore City Public Schools. In addition to being awarded the Outstanding Program Coordinator from MSDE (2016) in 2016, he also serves as the co-chair of the Maryland Gifted and Talented Advisory Council and as an adjunct professor at Notre Dame of Maryland University. Under Mr. Jutras’ leadership, the Baltimore City School district adopted universal nonverbal ability screening in kindergarten, as well as developed services in 77 schools and counting, channeling past successes as the Baltimore City Teacher of the Year (2005-2006).
