Attention to Exceptional Talent in Paraguay: An Analysis of Past and Current Initiatives

This study presents the first comprehensive mapping of initiatives aimed at developing exceptional talent in Paraguay, both historically and in the present. The primary objective is to analyze the efforts made by both public and private institutions to support exceptional talent, examining their effectiveness in practice, financial management, and sustainability. Using a chronological heuristic approach, key programs and stakeholders are identified as critical players in fostering talent development, research, and global competitiveness. By situating Paraguay's efforts within the broader context of global best practices, this study highlights the opportunities and challenges faced by countries with emerging talent ecosystems.
