Between Borders and Policies: Educational Inclusion and Giftedness from a Brazil-Portugal Perspective

This study compares the legislation on the educational inclusion of gifted students in Brazil and Portugal. Based on official documents and academic literature, the research analyzes public policies and school practices. In Brazil, the Specialized Educational Service stands out as support, while in Portugal, a multilevel approach is adopted (universal, selective, and additional). Analysis reveals advances and challenges in both contexts, emphasizing the importance of flexible strategies and individualized plans to promote educational equity. Both countries have gaps affecting the full implementation of policies. The study highlights the need for improved resources and inclusive practices to assist gifted students adequately.
